Thank you for your courtesy in applying for a waiver in connection with this
submitted manuscript. However, there is really no need to do so. Due to US federal
regulations, the journals of the American Astronomical Society, including The
{...} Journal, are unable to ask for page charges for articles written by
citizens of Iran. We publish such papers for free, provided that they pass through
the refereeing process.

There is some humor in this, and I imagine there are astronomers around the world
who wish their governments had similarly bad relations with the US.

خب گفته astronomers نگفته که همه ؟!!! اونها هم که تکلیفشون از قبل معلوم بود..

توضیحات تکمیلی ادیتور: Sadly, this only applies to residents of Iran, not to Iranian citizens working in other countries. (Or maybe not sadly, after all our journal does need the money.) At that, it's an improvement. A few years ago there was a "clarification" from the US Treasury Department claiming that Americans weren't allowed to published articles submitted from Iran. We decided to ignore this on the theory that the feds would have to prosecute many people before they got to us. (I actually spent the greater part of a Bat Mitzvah party in Baltimore talking to the editor of the Journal of Infectious Diseases about how he was handling the problem. He was also ignoring the US government.) In the end they reconsidered.
